NCCC Release Status Paths

North Central Correctional Complex is a minimum and medium security adult male prison at 670 Marion-Williamsport Road. Management & Training Corporation operates the institution under an ODRC contract. That division of labor matters. The operator runs the site, while ODRC remains the public offender-search and sentence-release authority.

A person can leave NCCC for the community through sentence expiration, parole, post-release control, judicial release, or transitional control. Parole is a board-authorized release for an eligible sentence. Post-release control is Department supervision after a qualifying prison term. Judicial release is ordered by the sentencing court. Transitional control may place someone in closely monitored community confinement before the prison term or parole date. None should be described as final discharge without the matching ODRC record.

Verify an NCCC Release

Use the ODRC Offender Search, not the MCCC phone line. Start with last name, then first name, or use the ODRC number when known. Search status filters separately. County of Commitment identifies the first reported commitment county and may not match the prison's county. Residential County applies to supervised or at-large records and is last recorded data.

1. Find possible matches by name or offender number.
2. Match birth date, ODRC number, commitment county, docket, and offense information.
3. Read status and institution together to distinguish transfer from release.
4. Review the exact date, parole-board, supervision-start, POA/PRD, and APA-office fields shown.
5. Ask ODRC Central Records for the underlying record when a field is absent, old, or inconsistent.

An institution label can remain as sentence history after release. Status is therefore more useful than the prison name alone. A person shown at another institution stayed in custody. A person shown under APA Supervision has left prison but remains under Department control. The Marion County custody search helps when the original record does not establish whether the case was state or local.

NCCC Release Search Fields

ODRC results and details can display name, offender number, date of birth, status, institution, admission, offenses, statutory citations, court docket, jail-time credit, aggregate sentence, a photograph, and sentence dates. The exact `Expected Release Date/Parole Eligibility Date` label combines two possible concepts. For an indefinite or parole-eligible sentence, it may mark eligibility rather than an approved exit.

Use the ODRC definitions before translating a code. A continued hearing is not a release. Full Board identifies a review level, not an automatic grant. Violator at Large means alleged absconding from supervision and does not reveal a known current location.

NCCC Release Records Contact

The physical address identifies NCCC. Sentence computation, release certificates, supervision entries, and discharge records belong with ODRC Central Records. Include the person's full name, ODRC number, docket, and committing county. Name the existing record sought, such as a computation, release certificate, supervision start or end, or discharge entry.

MCCC cannot supply an NCCC prison release record. Marion courts also cannot edit the ODRC database, although a sentencing court's journal entry may explain a sentence or judicial release. If records conflict, preserve both versions and ask each owner to review its own field.

NCCC Contract Prison Context

NCCC's contract operation is Marion's distinctive facility fact. The prison is physically in Marion County, but its incarcerated population is committed from courts across Ohio. The correct search does not filter solely by Marion. A person sentenced in Franklin, Cuyahoga, or another county may be held at NCCC, while a Marion County defendant may serve a state term elsewhere.

Commitment county, institution county, and residential county answer three separate questions. Commitment county points to the sentencing source reported to ODRC. The institution identifies present or historical prison placement. Residential County is limited to APA Supervision or Violators at Large results and reflects the last recorded area. It is not proof of a current address. Reading those fields as if they were interchangeable can hide a valid result or make a statewide prisoner look like a local jail detainee.

This is unlike the Multi-County Correctional Center. MCCC is a regional adult jail for local detention and short-term custody. NCCC is part of the state-prison network. A transfer from MCCC to NCCC ends local jail custody but begins or continues state custody. The MCCC transfer timestamp is not the eventual state-prison release date.

North Central Correctional Complex also differs from nearby Marion Correctional Institution only in facility operation, not in the public release-search system. Both use ODRC Offender Search, Central Records, the Adult Parole Authority, and the Ohio Parole Board where applicable.

NCCC Release Date Changes

Ohio prison release dates are sentence-specific. Current earned-credit law in ORC 2967.194 ties provisional credit to qualifying programs, rates, caps, exclusions, review, and possible withdrawal. Mandatory terms and other restricted categories may not earn the same credit. Old-law, life, and indefinite sentences have different paths. Ohio cannot be reduced to a rule that everyone serves the same percentage.

A displayed date can change after a jail-time credit correction, court order, earned-credit decision, parole review, judicial release, or detainer. The expected date can pass while another authority holds the person. Use the current status and actual release entry rather than computing a date from the term alone.

The later end of the sentence or supervision obligation, distinct from leaving prison.

A request or hold that may cause transfer to another authority.

NCCC Supervision After Release

APA Supervision confirms that prison custody shifted to the Adult Parole Authority. The detail may show supervision start, period, last recorded residential county and ZIP, and an APA office. These public fields help identify the responsible office, but they should not be turned into a claim about a person's present street location.

ODRC can also display a POA/PRD date, next hearing or review month, and the latest hearing result. Those fields must be read with status. A future hearing month does not cancel an existing incarcerated status, and a parole eligibility point is not the same as a release grant. If a short result label is unclear, request the Parole Board decision or minutes instead of translating it into a firm release outcome.

A final discharge record is stronger than the absence of an Incarcerated status. Ask APA or Central Records for the supervision end or final-release entry when it is not clear online. Ohio VINE can issue release, prison-transfer, parole-hearing, revocation-return, and release-from-parole notices to registered users. The alert must still be checked against ODRC.

Marion Facility Custody Lines

Marion County's four facilities sit close together but serve different legal systems. MCCC is the adult regional jail. MCI is a state-operated adult prison. NCCC is a contract-operated adult prison within ODRC. NCORC is a juvenile community correctional facility whose records can be confidential. The operator and population determine which release record is proper.

No federal prison is in Marion County, Ohio. “FCI Marion” is in Illinois. Use federal or ICE locators only when a transfer record or federal case supplies a factual reason. For an NCCC record, ODRC remains the first and last statewide authority.

Note: Confirm the ODRC status after every institution change because leaving NCCC can mean transfer rather than release from state custody.
